Ark Sept 16 Black Oak haa set the stage for its biggest public event the good road celebration which will open tomorrow and continue through the week The celebration officially opens the new strip of pavement between Lake City and Monette on State Highway IS which will1 provide hard-surfaced road between Jonesboro and Blytheville Officials of every town along Highway 18 between Jonesboro and Blytheville will head large numbers of visitors who are expected to attend the event Dr Eubanks Chairman Dr Eubanks general chairman of the celebration organization expects 10000 from Northeast Arkansas and Southeast Missouri during the week A highlight will be the official opening of the road and the celebration on Monday at 2 in the afternoon when Congressman Gathings of West Memphis EFFECT BY WAR Food Industry Benefit Unless Conflict Is Long CHICAGO Sept George A Eastwood new president of Armour Co believes tha European war will have relatively little effect upon the food industry in the United States unless the fighting continues for two or more years The successor to Robert Cabell as head of one of the largest businesses said he considered American chief advantage in the present crisis "the experience of a comparatively recent Mr Eastwood disclosed he had been studying results of the World War of 1914-18 and the effect upon industry and that he had undertaken similar analysis of the present conflict the last he said The benefits of the meat packing industry were slight during the first couple of years A sharp upturn in business got under way in 1916 but charm to any breakfast or luncheon table MEMPHIS MEAT CASE PROSECUTION DELAYED Nashville Ruling Will Hold Up Trial Of 31 Dealers Fmm Thr Commercial Appeal Nashville Bureau NASHVILLE Sept Prosecution of 31 Memphis meat dealers charged with selling adulterated ground meat will be delayed several days due to a ruling of Judge 5rigg Moore of Davidson County eneral Sessions Court in the trial of a similar case here Judge Moore held that the law governing prosecution of such cases authorized prosecution only upon authority of the State Health Commissioner Asked Blanket Authority Dr Fuqua state chemist abd director of the Division of Foods Fertilizer and Dairies of the State Department of Agriculture said he had asked for blanket authority in prosecuting the cases and anticipated no difficulty in getting it The 1923 Reorganization Act changed the act so we did not have to obtain this Dr Fuqua said when the code was compiled a few years ago the codifiers failed to copy one word which changed the entire meaning of the section This development means that' where warrants have been issued for dealers charging them with selling adulterated meat our inspectors will have to go back and swear out new warrants after we get the health commissioner's letter That should be simple and doesn't mean that prosecution will be dropped only I Twenty Have Been Filed Dr Fuqua also said he bad writ- ten State Atty Gen Roy Beeler asking an opinion as to the status of the cases already tried in view of Judge ruling Some 20 Memphis dealers have already pleaded guilty and been fined On warrants issued without specific authority of the health 1 commissioner 'Dr Fuqua originally had planned to go to Memphis next week to prosecute the remaining 31 cases there 1 1 1 IMMIGRATION OFFICE BUSY
